Check the BIOS if you can turn on/off the ExpressCard slot.
Does the card work? What card do you try?
Check the device manager if there's an unknown device or if the express card is listed there. Sort the entries by connection and try to find the Express Card.
Try the card in a different PC, does it work there.
Try a different card in your notebook, does this card work.
    ...

Here is what I have tried. (Each time checking the Device manager for any new detected device.)

    a. Reload to orignal state using DVD provided by Dell.
    b. Same as above with all the latest drivers.
    c. Same as above with the latest inf/chipset utility from Intel

    Then I tried
    XP-SP1
    XP-SP2
    SP-SP3
    Then
Vista from another CD (System came with vista)
    Win7 (Latest version)
    Linux Umbutu 7 thru 9.x

Nothing sows up the express card.
I have also tried turning off all chip sets and devices in Bios.

The problem is related to Dell and how they implement the intel chip set 965M

I was looking for a simple explain ie. this is the driver windows uses to recognise Express Cards see if its loaded.
Not even able to get that info.
Now off to the Linux forums. To talk to the guys who write the express card drivers.
