This can be changed when Intel now will run into higher cometition from other like f.eks Qualcomm.

Qualcomm won't make a dent on Intel for a while, you remind me of someone who said intel was going to bankrupt in the mid 2000's, some of your logic is similar, ever here of Sharikou?

Intel doesn't go bankrupt but they will get more competition. Not less. A change would help them grow. And Not stand still in the mud with shelves full of low powered ULV chips.

Well, since we're on the topic of smartphones, if Intel takes a page from ARM's big.LITTLE playbook and implements the 8 cores as 4 "Lake" cores + 4 Atom cores, clock speed/performance would stay the same and battery life might very well improve. I'd certainly welcome that.

This is not the future of any client I've spoken to about this. Ever.

Battery life may be a compelling argument for such a platform below; but the other limitations throw a wrench the size of a football field into it.

This has been tried before and some still feel the sting...

I can guarantee Intel will answer this with authority - I have no doubt they'll deliver in spades. I want and demand all my devices to run Windows proper; with full support for any past and present program I happen to want them to run. In my experience; only Intel has been able to deliver that for the past X decades...

I can see this collaboration failing easily. Unless MS introduces a new/updated Windows/Surface Phone to go along with this 'development'.

As it is? There are already plenty of options (and power plugs) around to cover what is perceived to be missing...
