Is the difference in speed major or just like a blink of the eye between these and is it worth $150 price difference

I say no real world as both are already overpowered for most tasks. The T7500 has 10% more clocks and twice the L2 Here is a link to explain the difference in performance of the two cache sizes. Taking the most extreme and not very likely real world difference of 20%. If T7500 takes 1 second to do something T7250 takes 200ms longer, can you tell 200ms? I am not sure if I would notice 75 takes 10 seconds 7250 takes 12 would I care? And so on. Probably closer to 10% and that really isn't much and on most tasks won't even be any difference as not pushing CPU.
Unless you need more just to have more (like me) not worth $150 productivity wise.
No for what you mentioned even IGP would work so any dedicated would be fine.

While you are correct that it isn't worth the extra money (the 7250 is in sort of a "sweet spot") you are incorrect about the performance difference.
Here you can directly compare performance between mobile processors.
The T7500 was only $75 over the T7250 for me, though it may be different depending what model you are ordering.
I would get the T7250 and the 128MB 8400M GS. None of the higher priced hardware would help you with what you plan to use the computer for. -

Look at the 7200 instead, the specs are virtually the same. The FSB speed has almost no effect on performance when memory speed remains the same.
I agreed with you that for what it will cost him it will not be worth it. I disagreed though on the performance difference between the two, which I'll admit I read too fast. 10% is probably pretty close between the 7250 and 7500 which is a decent difference. Really the most noticeable difference will be in gaming and heavy media encoding tasks where things take minutes to get done, meaning you can shave off quite a bit of time with a better CPU.
