Is the difference in speed major or just like a blink of the eye between these and is it worth $150 price difference

Here you can directly compare performance between mobile processors.
The T7500 was only $75 over the T7250 for me, though it may be different depending what model you are ordering.

Look at the 7200 instead, the specs are virtually the same. The FSB speed has almost no effect on performance when memory speed remains the same.
I agreed with you that for what it will cost him it will not be worth it. I disagreed though on the performance difference between the two, which I'll admit I read too fast. 10% is probably pretty close between the 7250 and 7500 which is a decent difference. Really the most noticeable difference will be in gaming and heavy media encoding tasks where things take minutes to get done, meaning you can shave off quite a bit of time with a better CPU.
A bit too early, and reading too fast.
