I'm trying to format a drive that has an OS. I've gone to the Volume tab of the drive and entered everything there but .get the same error message. I didn't do a good job of capturing my promp. Sorry.

Why can't you simply format this with the GUI instead of the dos prompt?
The 'volume label' is the name that shows when you view 'Computer' for 'D:'. Or, in the dos prompt: simply type 'dir' to show you what the volume label of the drive you're currently in is.
Also: don't change directory to the drive you want to format, at C:\, type Format D:.

Thanks Tiller. I'm no computer person and I didn't know you could do that with GUI. I did find out where the volume label is located. The problem is the second disk I was trying to format was providing the MBR for starting the 830 SSD. That's why several people have mentioned the importance of removing all drives except the SSD you install the OS on. This will force the usable MBR onto the 830.
