I was wondering if anyone can tell me how to keep a 4200 RPM hard drvie speedy by keeping my data compressed and on the outermost sectors of the HDD?
I am a complete noob to all this vocab.

if you create a small partition only, you can gain some speed. but not, if you then create a second partition, and fill that up, too
other than that, if you somehow can, replace it, yes. -

We don't know how may GB your HDD has and why you use a 4.200 RPM drive.
You could create two partitions, whereas the first is the fastest and contains your OS and programs and the second contains your data. Then use the defrag tools to place the files efficiently.
You could also try to improve the performance by using Turbo Memory.
How much RAM do you have? and can you upgrade it to more? -

get yourselfs a loverly new hard drive - larger cache and other things also. big is good. if you have a SATA (unlikely) you can get a 7.2k one that will be fooooooster. positioning on the HDD is pointless because the outermost sectors will be slower to access anyway, the outside has more to travel than the inside etc... defrag and all that, use CCleaner.
