I have in my laptop SSD+HDD combination and I do not want windows always to turn the HDD on/off. It generates noise and also do not use to the HDD Health. I run everything from SSD, I just keep big files on HDD so there is no reason to turn HDD on to access something.

If there is a way to explicitly tell windows to keep the drive powered off while keeping the ssd powered on, i don't know it. However, assuming you have nothing that windows uses on the HDD like the page file, the drive should stay off if you set windows to turn off the inactive drives in your power plan settings. At least it works for me when i'm on battery since i don't hear the occasional click i get when i use the mechanical drive. You will however notice slowdowns on certain cases. For example, if you want to safe a file to download on the HDD, you will get a small delay due to the time it takes windows to wake the HDD.

Just take out cr**py HDD leave SSD in and install Win on it

And put HDD to USB3.0 enclosure .. and connect to laptop
Or study windows a bitGo to power options select advanced power select Hard disk , plugged in or even on battery if you don't want and set to never ..
your HDD wont be turned off..

Windows is installed to the SSD, page files, recovery options are turned off. Power options-->turn off hard disk after set to 3 minutes. I guess it is turning off both SSD and HDD every 3 minutes, would be better turning off only HDD.
Take out HDD and use it trough USB cable is not option. I need the comfortability to access HDD content and do not want carry it separately.
I've already took out all the HDD shortcut ikons from Desktop, but windows still spin up the HDD 4-5 times per day. -
the drive will be used if necessary, forcing it to stop can cause system crashes or errors. set it to "never" and the ssd/hdd will not turn off/on all the time (it will remain ON)

I have an Intel SSD and Seagate HDD have my "turn off hard disk after" set to 1 minute and experience the access delay with the HDD only. This has been asked here before and the answer is as Tijo stated. -
and good to know turn off hard disk after set to 3 minutes will only affect internal HDD's and not SSD.
I will work with this topic, might I can disable some features, that pushes turning on HDD:
Paging operations.
Windows Update checking the system state.
Event logging.
Network detection such as DHCP or Autonet.
Third-party services such as quota software or an antivirus program.
Scheduled tasks.
The loading of services or drivers. -
computer management -> disk management
you can take the drive offline but that is a bit drastic ;-)
otherwise, not indexing it is another option. -
There is some software that disable the drive like hot-swap and revo-sleep.

If you don't install anything on the drive (aka use it the same way you would an external drive) you could probably get away with deleting "unneeded" permissions. However, it is generally NOT recommended to mess with those settings, unless you know what you are doing. Some might be needed for Windows or other programs.
