I'm just wondering if upgrading to lower-latency RAM is going to improve my performance and benchmarks enough to justify the price tag.
I've got 3GB of DDR2-667 RAM CL5. Would upgrading to 4GB of HyperX DDR2-667 CL4 make a difference, even if I stay with 32-bit Vista?
Or would my money be better spent upgrading to a better CPU so my FSB is at the max for my chipset?

You will see no difference in performance if you had 4gb of CL5 and decided to upgrade to 4gb at the same frequency with CL4.
Just upgrad your single 1gb memory module to a 2gb memory module, and that will be a worhwhile upgrade. 4gb of memory will perform better in Vista than 3gb, if you have a 64bit operating system
If you have a 32bit operating system do not even bother upgrading your memory because the system will only recognize about 3gb of memory anyways.

You'd be better off upgrading to a better CPU or faster hard drive than upgrading your RAM. CAS 4 vs. CAS 5, as K-TRON said, has an imperceptible impact on actual performance, whereas you're liable to notice a better CPU or especially hard drive once in a while. It's not like CAS5 is 25% slower than CAS4 - it's less than 5% (and often much less than 5%) in almost all applications because of the way memory works (long explanation not included here).
Upgrading to 4 GB also isn't that good of a bang for the buck unless you've got 64 bits. Mileage varies as to how much RAM you'll actually get, but the general number is about 3.25 GB (sometimes even less than 3 GB, but you'd know if that were the case for you already) - not enough to justify the upgrade. I got 3.5 GB exactly somehow, but I wouldn't advise anyone to count on that. -
Okie-doke, I'll be looking for a T7500, T7700, T8300, or T9300 to poke up then.
