I had my external harddisk attached to my laptop when I cut the power without a proper shutdown.
Now each time I plug the HD in I get an "I/O device error" message.

A friend suggested I try changing the USB cable (which I haven't yet), otherwise the HD is stuffed and I probably won't recover any of its contents.
    Hope people can suggest something.

Try another OS to access it. Maybe you will be lucky and able to copy the data off of it.

Your HD is probably fine, it's the interface card in the enclosure that's probably popped a capacitor or something.
Buy a new enclosure and try placing your HD in there.
