I've decided to get the:
ASUS ROG STRIX SCAR 17 G733QS-XS98Q
So when this comes out, I want to know what are the best/fastest components I can get for the following items:
Ram: 64gb at dual channel (so mhz 3200 I think, latency? etc)
SSDs: Originally I wanted gen4, but you guys said it only supports gen3. Should I still get Seagate Firecuda 520 2TB (Fast and has amazing endurance ratings) for main drive. And 1TB Seagate 980 Evo Pro (for cache drive)
Heat Management: Liquid Metal already comes on CPU (but sometimes isn't applied well). Also should I put liquid metal on GPU, which liquid metal? And the best thermal pads and what should I put them all over?

I would stress-test it when it arrives and watch the temperatures. You might not need to repaste.
Both of the SSDs you mentioned are blazing fast. However, if the laptop doesn't support PCIe 4.0, then there's little sense in buying either. Try Intel's 670p, one of the fastest PCIe 3.0 drives.

And I'll stress-test it before checking if I need to repaste then. I plan on getting a notebook cooler because I'll be rendering 4k videos with effects and stuff which can put everything under full load for hours on end. -

Unless you're doing something that requires a specific endurance rating, the Intel drive will probably work fine.
A cooling pad might help for those long renders, though it may not reduce peak temperatures. At the minimum, just elevate the back of the notebook when it's working hard so it can get extra airflow.
