His feedback is good so I wouldn't worry, besides you can always file a lengthy claim through PayPal should anything go awry, not that anything would because he does have 100% feedback...

NO, seller is responsible to ensure that the package arrives at the buyer address, regardless of the insurance. Insurance is there to protect the seller, not the buyer. If the item is lost, the seller is still responsible to refund the money, regardless of the insurance. If the seller refuses to do so, the buyer could escalate a claim to Paypal and Paypal WILL side with the buyer. -
