I am trying to hook this laptop up to my 720p hdtv but it will not let me display and resolutions above 1024x768 and it looks awful in that setting. Shouldn't I be able to use 1280x720? I think that is what 720p is anyway. Any help would be appreciated.

I'm assuming you're using the Intel Dual-View driver option?

try using the driver to set the resolution size (not the windows display properties but your actual graphics adapter driver display properties).

I only have a GMA950 but have used many dell's with X3100 display adapters and using the Intel graphics options, have set to the proper resolution on different LCD TV's.

I am not really sure how to do that and I don't want to mess up. Any info you could pass to me on the subject would be awesome. Thanks for at least helping me this far. I appreciate it.

1024x768 is 720p, my Panasonic plasma is like that. Maybe yours is too.
You should check the specifications on your tv.
Use Intel GMA driver to play around with the settings. Vista's is only basic.

should be the same since i'm using vista ultimate.

control panel -> Intel GMA driver for Mobile.

Select Intel Dual Display Clone. From there, set the resolution you want.
