How well does the Intel Graphics Media Accelerator X3100 video card fare with computer games like cs and wc3.

And what other games can it handle well (I'm assuming games like WoW wouldn't stand a chance >.>)

The X3100 has some major advances over previous Intel graphics technology, and the continued (hopefully) release of new drivers should boost this performance even further.

Personally, I haven't tested it. But I have a laptop equipped with the X3100 on the way, so I've been reading almost everything Google has to offer on the subject.

I've even hit up local electronic stores and asked their sales representatives.

This review of the X3100 might help.
