is there a big difference between 2.0ghz and 2.2ghz processor?

Other than clockspeed, there is no difference between the chips. So is $100 worth about a 10% increase? Considering that most applications do not use all the power offered in current processors anyway, an extra 200MHz is not going to really make a difference.
I'd take that $100 and invest in other parts like more RAM or a faster hard drive, or even a warranty. That will result in more performance gains than the T7500 would. -

is their a big difference between a 5400rpm and a 7200rpm harddrive? -

I would go with T7300 and the rest of your money to upgrade from 5400 to 7200rpm HDD

If you're planning on editing videos and such, the t7500 is worth the extra $100, otherwise it's not.
