I have a couple computers with 4 cores and 4 threads and they only show up as 4 cores in Windows 10 device manager or task manager.
My ALienware with i7 4900MQ shows 8 cores in device manger. Why the difference?

Simple, because all quad core i5 (like i5-6300HQ) don't have Hyper-Threading.
The i7-4900MQ has HT so "4 cores, 8 threads" and Device Manager will see it as 8 cores. -

According to Intel both CPU have 4 cores and Hyperthreading yet neither show up that way Who is right?

you get shortchanged with the quad i5. You have 4 true cores, but no hyperthreading. It's always been like that.
Otherwise you'd have a i7.
You still have faster performance than a dual i3 with hyperthreading.

Ahh ok thanks. Well I am more than pleased with the performance of both machines even if they dont have hyperthreading.
