You are comparing a dual core and quad core, your question is impossible to have a definitive answer without giving the info about the video card.
If you've got a mediocre or below-average GPU, say a GT540M, it doesn't matter which CPU you have because the vast majority of the games will quickly be bottlenecked by the weak GPU. -

The 2640 turbos to 3.5ghz and it will run around 3.2-3.3ghz in turbo all day long so its pretty decent to begin with
From a cost and value perspective, the dual core sandy bridge is enough because most games don't make use of 4 cores. This is starting to change as certain game engines are starting to thread to more than 2 cores, but its still not the norm. The GPU in a laptop will almost always be the bottleneck unless you have a Crossfire or SLI setup.
The only time i've seen a real bottleneck are from people trying to run an old 3dmark06 benchmark with a weak CPU and Xfire setups in either alienware m17x R2's or m18x's. They actually scored lower in 3dmark06 than they did in 3dmark Vantage becuase the CPU could not keep up.
