I'm wondering we'll start to see fanless CPU's in 'normal' 14.1" laptops for quiet operating regardless of CPU speed.

Not soon. The next generation of Atom processors are fanless, so I'd say maybe 3-4 more generations of normal processors to go before fanless (maybe 22nm 16nm). -
It will definitely be sooner than that. Processor power is far outstripping the average person's need for it. So as time passes more normal sized laptops will have lower voltage and ULV processors. As opposed to previously where those chips primarily went into ultra-portables. Since there is more room in normal sized laptops, the heat dissipation issues are not as great, so this trend will help bring fanless designs sooner.
