    Intel® Core™ i5-430M Processor ( 2.26GHz 1066MHz 3MB )
    4 GB PC3-8500 DDR3 SDRAM 1066MHz

    vs

Intel Core i5-650 Processor (3.20GHz,4M Cache)

    4GB PC3-10600 1333MHz SoDIMM

The notebook will be used to surf the internet and use Microsoft Office, stream video from the internet.

How much difference would the difference in RAM make in addition to the processor?

Price Difference is $165.00 for the i5-650

Intel Core i5-650 Processor (3.20GHz,4M Cache) is a desktop processor with a TDP of 73W. Do you really want to run it in a notebook?

Correction: The 430M is going in a notebook. The 650 is going in an All-In-One system.

In that case, you are (forgive the banal expression) comparing apples to oranges. The notebook will obviously be more portable and use less power, but will not afford you the same processing capability as the i5-650. This is not a question that can be answered by the way of the hardware alone, as the form factor and your intentions with the computer will play a far more relevant factor in narrowing down your decision.
