Is there a way to disable it without using throttlestop or RM clock? Something in Windows 7? Editing the registry?

Lower your maximum processor state under power options.

Yes, just set it to 99% and it won't go over the max rated speed (non-turbo).

    That's good enough, thanks!

I'm planning on doing a VID pin mod on a T9600 and it is stable at 1.0250 volts at 2.8Ghz. With IDA enabled and intermittently going to 2.93Ghz it is only stable at 1.0750 volts. Stock it is 1.1875 volts, so at 1.0250 it is reducing full-load power consumption by just over 25%.

I'm doing the VID pin mod instead of relying on software because this computer is for someone else and I want it to last a long time and work great while being as simple as possible. The T9600 was the fastest processor offered in the Thinkpad T400 and it already suffers from cooling problems.

I'll probably do the pin mod tonight and post my results. I've done these same kinds of VID pin mods before, but the last was probably in 2009.
