What I'm talking about is a situation where the laptop is open 45 degrees or less, standing on its front lips with the hinge pointed upwards.

Naturally, this could only possibly be productive when the laptop is connected to an external monitor/keyboard/mouse as the laptop's screen and keyboard are inaccessible, but I'm nonetheless curious as to whether using a laptop at such an angle will lead to premature hardware failure.

It wouldn't have an effect on the electronics, that is for sure. I could see flimsy display assembly and hinges being a potential problem.

Not recommended. Screen hinges would fail prematurely, and consumer models would especially be stressed. And on many laptops but the best built, prone to issues.

Cooling can be problematic unless the laptop is sitting flat down too, because some of the fluid/gas exchange in the heatpipe can lose effectiveness.

That really depends on the heatpipe and that isn't something that can be determined without testing. Some heatpipes take well to any orientation, others might not do as well.
