I've just got a new laptop from Dell, and I purposely specified it with the cheapest Celeron processor so I could upgrade it myself, since Dell wanted much more for the faster processors than it would cost me to buy separately.
I know that the Penryns are supported on my model since Dell offered them as an option. I was thinking of getting a T9300 (2.5GHz, 6MB), but it's $350 and I was wondering if I can really justify the expense over something like a T7500?

hey, what about the T8300?
it's much cheaper and not much slower, save your bucks for Nehalem.
Penryns are small upgrade but it's not worth the premium over a good Merom like T7500, T7300.
But then , can you still get T7500? I think Dell stopped offering that option as with all others.
Any way, you can't go wrong with a Dell since you can customize it. -
I'm looking at that one too, except after some price comparing, it's not hugely cheaper than the T9300. I think if i'm going to spend a bit on a CPU then I may aswell get the fastest, to save upgrading later.

how much would you estimate the T9300 cost in a years time?

That is a hard one. For example if NewEgg is any kind of barometer for price the most expensive mobile CPU (last month) was T7600 (socket M) faster socket P's were cheaper so if limited supply they may cost a lot more. Hard to tell. All about Intel production in one year and supply. I would say as Santa Rosa is phased out and at first will not cost more once the phase out has progressed expect to more at some point.

I just got myself a T9300, I came across a buy it now listing for a lightly used T9300 on eBay for £148 ($287) including postage, I thought the offer was too good to refuse so I snapped it up

Nice find, the T9300 is defintely a nice processor. It will be much faster than the low end celeron you got with the system.

i just picked up a brand new T9300 from moogr.com for 315 because they F***** me out of the "march madness" sale they had going on...would have gotten it for 285 with shipping.
