Is there a noticable difference with + or - 100mhz in a processor?

Just curious. A processor like a AMD a6-3400m (1.4ghz to 2.3ghz turbo boost) and the AMD a6-3420m (1.5ghz to 2.4ghz turbo boost). Is there any noticeable performance between the 2?

For casual entertainment use. Like browsing the web, mid level gaming such as MMO games and 2000-2010 pc games like League of legends, 720p+ movies and web chatting.

I found a Toshiba laptop (because of reliability and hardly generates heat) for about 500 bucks. I don't really know what would be a good choice. I am stuck with a decision of a AMD A6-3400m with a 640GB hard drive and AMD a6-3420m with a 500GB hard drive. The rest of the specs are the same. This is going to be my 4th laptop in 6 years so. . . I want good cheap decent laptop for my main comp.

Performance-wise, the difference will be unnoticeable.
Even if you were using a program that requires high levels of CPU workload such as 3d Studio Max (doing rendering), the difference would be barely noticeable.
Get the cheaper cpu and overclock it.
I think you can also undervolt the cpu so that it consumes less power and produces lower temperatures and still overclock it somewhat.

I would spring for the extra 100mhz if the cost is less than $20 or so..

If they charge more than a few dollars for the upgrade, I woudn't even bother. Even with overclocking, I wouldn't see the point in trying to gain that extra 100MHz.

For causal use, most probably couldn't even tell the difference between a E-350 or i7 (browsing websites, document processing, etc.), so I'm skeptical if there's a practical difference between the -3400m and -3420m.
