IOW, should I just as well get a cpu with a 667 fsb to match to memory?

No performance penalty. The chipset only supports up to 667MHz anyway so having memory with 667MHz clock speed is fine.

yes there will be a penalty, will it be noticeable, nope maybe a couple points in a benchmark. Yes running memory at 1:1 has a benefit, but not in everyday apps
