that ssd would be great for webserver/db server, however, if your site isn't too large, you could test how the computer would perform if you put db and your site on a small ram disk you could create in your laptops memory.
In case that solves your problem, go ahead with ssd purchase as it would significantly speed things up for you compared to standard notebook hdd.
I'm suggesting this because even from a normal hdd, things should not be as slow as you described, but who knows, it's possible. Do a little test that costs you nothing before you spend 100$ on a component. -

Actually, is OCZ a reliable ssd?
It might make sense to buy one with bigger space:

vertex plus might be a nice ssd, however, intel is way faster in db/ws environments than indilinx drive. Depends how much storage you really need.
To show you the difference, compare here kingston 40gb and vertex 120gb.
Kingston is identical to x25-v, rebranded only, and vertex 120gb is faster than vertex plus, same controller, more memory -

well, 80gb is even faster, and biger, but this is not final price, who knows for how much it will sell at the end. Very likely about 100$, and shipping to Canada is 28$. And all that for a disk in an unknown state.
In case you're willing to go that far with the price, pay a little more and get yourself a brand new one from newegg. I'm not form US/Canada, so I don't know where else to look, you may find it for even less money. -
