    Issue with laptop's USB ports

    Hi everyone, a new issue with my machine's USB ports has come up, mind you this is a brand new laptop. If I plug in a USB device while in Windows 7 it will be recognized and installed, no problem. However, if I boot into Windows with the same device already plugged in, the USB ports will stop functioning. Even though that device will appear to be recognized it won't be functional. In fact, no other devices I try to use afterwards are recognized and Windows will hang indefinitely if I try to shut down/reboot. I would have to manually power down the laptop, remove any devices, then boot up again and it would be fine.

    Any idea what's causing this? I see a lot of USB options in the BIOS but have not tinkered with any of them yet. Any advice would be appreciated, thanks.

    EDIT: Here are the available BIOS options and current configurations:
    Legacy USB Support - Enabled
    BIOS USB 3.0 Support - Enabled
    XHCI Hand-off - Enabled
    EHCI Hand-off - Disabled
    USB Mass Storage Driver Support - Enabled

    USB transfer time-out - 20 sec
    Device reset time-out - 20 sec
    Device power-up delay - Auto

    What device is this you're plugging in?

    Does the issue with it not being recognized if plugged in at boot-time occur also with the device properly installed first inside Windows?

    Does it need any proprietary drivers or does it use Windows built in drivers?

    Windows 7 with a brand new notebook? Why??? (You've already dated the system at least 4 years).
