From what I read on NBR, the lower response time the better. But what exactly does the response time mean?

I believe it is how quickly a pixel and change when a signal is changed. Low response times can show up as artifacts.
<7 is great for anything and good for gaming
<5 is great for anything including gaming
2 is bragging rights

Keep in mind that two monitors rated at the same g2g pixel response won't necessarily test at the same black-white-black speed. The g2g spec was brought into the world as a hack to sell panels, and some manufacturers use it to a larger degree than others.
