Just wondering if I bought a Laptop could I link it to my Desktop PC via the DVI? So for instance I play Supreme Commander on my PC and then the Laptop is just a second screen?

No...all the video ports (DVI, VGA, S-Video, etc) are video out only.

I thought a LCD is much cheaper than laptop and usually much larger too. What would be the scenario for such a setup ?

I would assume the scenario is the fact that Supreme Commander supports two monitors. One with a strategic view, and the other is normal.

You might be able to get a GameBridge adapter (supposedly a low-lag TV Tuner like device) that would connect to a USB connection, but I don't know how well that would work. That is also dependent on the desktop being able to output video on an non-DVI connection...S-Video or similar.
