Well for the past few days my left speakers have randomly stopped playing so i switched to my headphones and the same thing happened, now sometimes there's no real music just some noise until i jiggle the cable, it's not the cable as i said i've tested both my headphones and my speakers. what should i do?

Wait, so when you move your headphone cable sound comes out every once in a while?
If thats the case I think their is a short somewhere in your audio jack. Grab a flashlight and look into all of the audio in lines, and check to see that their is no metal jammed in their or any dust and dirt.
If they are clean, than the problem can be:
1) maybe a loose speaker wire grounding/shorting on the chassis preventing sound
2) interference generated by some frequencies running out of harmonics (can be fixed by insulating the audio card with a metal shield or something of the sort.
Chances are youre probably going to have to take your notebook apart and get to the audio board, whether its an addon to the motherboard or integrated on the motherboard itself.

EDIT: it looks ok, also could the static shock i get from the opposite side of the laptop be anything of concern? if i touch that area with my arm it usually gives me a static shock x.x -

If this is your dell 1720, you may want to have it sent in for repairs.
Usually the cause of this is the motherboard scraping on a metal part of the chassis, which is shorting against something else, or the electrical discharge is being stored in the metal as a capacitor, thus shocking you.
EIther case its dangerous, those shocks could kill your system in a heartbeat, so you should probably get things fixed soon.
If your out of warranty you may want to try taking the system apart, and use electrical tape to isolate the components.
For example, if the motherboard retension bracket is touching say a metal part of the case, you may want to wrap one in electrical tape to isolate the electrical charges from getting to other components.
From your problem, I think the electricity is discharging through your soundcard. Something must be leaning on or near it, creating small static buildups.
