I like matte screens, but the laptops I like all seem to have glossy, or cost $150 to change to matte.
Will an anti-glare film on top of a glossy screen be comparable to a matte screen?

Try to get a high quality glossy screen. Trust me, there are. And they have very little (almost none) glare. If you buy a cheap one you are getting essentially an LCD mirror.

How do I tell which ones are "high quality" if I am going to order online?
-
1- Read reviews.
2- Go to the stores where you can actually see the laptops such as BestBuy. You don't have to buy it from there. Just check it out on the counter.

Yes, good quality lcds exist, you won't be able to use it under the sun, but you'll be able to use it indoors without glare. I have to say, the lcd on my G73 is quite good. Most 768p panels are carp, literally, there are a few good ones. Manufacturers tend to make better quality panels at higher resolutions since those won't get into cheap laptops where cost is the primary concern.
That being said, i doubt you'll find a 95% gamut glossy panel like you can for matte lcds. You could check if anandtech has a review for the laptop you're interested in, they have a rather thorough analysis of the lcd. If the laptop you have your eyes on has a 3D version, the 120Hz 3D lcds are usually high quality panels. -
It's mostly about the backlight with glossy screens. I've used mate screen protectors before without issue. glossy screens are horrible imho. And in most cases you don't have any alternate screen options unless you want to change it yourself, and in that case might as well buy the matte one.

Do you recommend any specific screen protector?
