If this is Processor T8300 in my M1530

Is not the memory limiting speed to 667 MHz?
Can I buy faster memory?
Or is the motherboard limiting the speed?

The XPS1530, has two memory slots, which means that you can upgrade to 4Gb of memory. Each solt supports 2Gb of memory, so you should look for a 2 x 2Gb kit of memory.
Do not buy the memory through dell, you can upgrade with aftermarket memory for cheaper.
You can get 4Gb of memory from Newegg for $70-75.

Unless K-T is aware of M1530 RAM "picky" issues you do not have to buy a "kit" you can just buy two of the same sticks (don't even have to do that but that is about a hundred threads) so here is a link to the NewEgg page with your options. Looks like you can get 4GB's for $64.
