If I'm about to order one of these built in, does that mean no matter where I am I can just watch TV?
Or how exactly does it work?

Analogue multi-regional TVs have been around for years, so it's not technically challenging to have a TV tuner which can use the local transmissions. One confusion, however, is the move to digital TV in some countries, so you may need an analogue + digitial tuner.
Any TV tuner is only as good as its antenna. Most notebook TV tuners come with a very small antenna which will only work with a very strong TV signal. If you are somewhere where all the buildings have a TV antenna on the roof, don't expect your notebook antenna to pick up a usable signal.

You can get compact USB TV tuners for less than $125 if you discover you need one. I have one, which enables me to have the TV running in the background while working on my computer. However, I had to put in a cable to connect it to the household antenna.
