That is the CPU I have in my laptop and that is the RAM I have bought to upgrade. Would my CPU limit the RAM run at a lower speed. If yes is there any way to overclock my RAM speed?

The IMC - integrated memory controller in your CPU - supports DDR3 up to 1066, which is almost obsolete by today's standards. Your RAM is DDR3-1600. Yes, your CPU limits your RAM. As for RAM overclocking, certain features must be enabled in BIOS, which - in case of laptops - is a rarity. You can try a modded BIOS (if it exists for your laptop) and/or Intel XTU software.

OK...At least that RAM can run properly or it won't run at all?

I will run, at 1066 MHz. RAM doesn't have to run at it's maximum rated transfer rate, pretty much all RAM can run on multiple frequencies without any problems.

Why RAM is so expensive. I am looking for 2x4gb ddr3 1066mhz and is more expensive than the 2x4gb ddr3 1600mhz. I cant find below 60 pounds

DDR3-1066 modules are not manufactured anymore. Just get the faster ones - the IMC will downclock them to its rated speed.

Yes but If a 1600mhz with CL9 downclock to 1066mhz then the CL remain at 9?? The 1066mhz ones have CL7 which is faster performance.

They will likely run at CL7 or faster even. There is a JEDEC table that calls out the timings. Slower the clock speed, the tighter the timings usually. If you have the model number of the RAM most name brands (Kingston, Corsair, Crucial, G.Skill, Samsung, etc) publish their timings in the specs for it a their website.

EDIT: Just noticed you linked to the RAM. Here is the product page: Vengeance® — 8GB High Performance Laptop Memory Upgrade Kit (CMSX8GX3M2A1600C9)

I didn't see timings there but this user at their forums published them: CMSX8GX3M2A1600C9: SPD and real timings - The Corsair User Forums
And direct link to the CPU-z report for that RAM: http://forum.corsair.com/v3/attachment.php?attachmentid=13953&d=1393752684

According to that, it will run at CAS 7 at 533 (1066) MHz.

I have that Ram , so if it runs at 1066mhz what would be the CL timing?
