What's your diagnosis? Do I need to get it replaced? Could it be loose? Is there dust in it? I've tried shooting compressed air into the fan but that didn't help.

I could barely hear it but it sounds like some bugs making little noise outside in the night. You can try to tighten the fan and see or there might be something which is touching the fan while it is spinning. It can be wires,dust or anything. You can simply unplug the whole fan and again put it back on and see the result if you can spot some differences.

take the fan out, run 5V to it and see if it still makes the sound.

I'm using a Laptop btw. Sorry, I didn't make that clear.
I suppose, I'll have to open it up and see if something is caught in it. Hopefully it's just that and the fan isn't dying...
