    My laptop fan won't come on in Windows

    I have a Celeron 1005M, and the fan seems to be on b

    ut is extremely quiet. I thought maybe it's just a quiet fan, but the other day my laptop froze and shut down. When I booted it up, the fan came on and was loud, like a normal fan. However as soon as Windows started, the fan stopped and went back to it's usual barely-audible-in-a-silent-room state.

    if I run Prime95 the CPU gets to ~70C and stops rising, but the fan still doesn't spin up. I even tried covering up the side vent and bottom vent, and the max it reached was ~73C

    I use the performance power scheme, and cooling is set to active.

    Also I installed SpeedFan, and the fan RPM changed from 0 to ~15000, ~18000, ~25000 but I never heard a difference in the sound of the fan

    The laptop is a Zoostorm (Clevo w240el/w250elq/w270elq motherboard) and pretty bulky, and since the Celeron has a TDP of 35W, the same as i3s, i5s and some i7s for this socket, is it just that the CPU performance is so weak, it doesn't need cooling?

    Or is there something wrong with the fan?
