Yes you read corrrecly, now we get locked powerlimit and locked voltage on desktop cards. All desktop cards which are graded "non GPU-A" are basicially equal to MXM versions which we had on pascal.
If you purchase a "GPU-A" GTX 2080 TI it will run significantly better than a "non GPU-A" GTX 2080 TI, because the non version will get castrated power limits.

So cross flashing in software doesn't work with device id mismatch, same as with pascal - is there any idea yet if directly programming is still a bypass to this "security" bs? And allow a A (xxx7) vbios to work on a non-A card

Hardware ID is usually set with resistors, so with luck, you can still change resistors(due to how people where turned GTX's in Quadro GPU's and the big 30+ pages topic about that at EEVBlog), if they went full greed, Hardware ID is set by a couple balls in the GPU carrier pcb/a couple tracks that are laser trimmed/cut and its a done deal that is a lot harder to change, if at all.

2080 Ti: 2 non-A vs. 36 A models = 5% locked
2080: 5 non-A vs. 43 A models = 10% locked
2070: 4 non-A vs. 31 A models = 11% locked
so still lots of cards to choose from. HOWEVER, the fact that we are even talking about this on DESKTOP cards is disconcerting, to say the least!ole!!! likes this.
