I had just bought a new hard drive for my laptop. it is new and i have not plug it in my laptop. when I flip it up and down, there is a sound like click click click. is it normal?

Yes, That is the mechanical parts inside moving slightly, It will click.
If you grab a iPod with a hard drive and do the same thing, It will also click.
I also would recommend not moving a hard drive around very sudden, or viciously, Its not good for the internals. -
so it is really normal? it sound like the reader is moving in the direction of the axis of the disk....

Most of my drives and my iPod do the same, They all work fine. It should be a pretty silent click though.

What brand harddrive is it?
You can download tools which can slow the motor down a few rpm's so that the click will be much less.
You should not shake the drive if you can avoid it, you do not want to destroy it.
The clicking is caused from the actuator arm which is swinging back an forth between the inside and outside of the drive. The click is usually from the drive overshooting and hitting the piece of plastic which is used to prevent the head on the end of the arm from coming off of the platter when the drive is active.

it is hitachi. actually i have not plugged it into my notebook. so, it is naked hard drive..

You can use the Hiatchi feature tools to change the acoustics of your drive.
