Is this a desktop or a laptop related question?
If it's a desktop related question, make sure to go to www.desktopreivew.com
    It's a sister site.

If it's laptop related, then first make sure to see if your old HDD is still active.
You could see if the BIOS sees it.
If it does, it's possible that changing the motherboard altered some functions for the OS and is incapable of booting up properly.
In that case, if your HDD is still 'alive' you can salvage your data.

But to answer your question... yes, if you install Windows 7 on that new SSD, then chances are you won't have any more issues (unless something else happened that damaged other parts of your machine).

You'd want to go into BIOS and check your boot priority.

You may also want to switch from IDE to AHCI (or vice versa) as that could be what is preventing your old HDD from booting too.

    Good luck.
