I've bought a few open box video cards. Good experiences IMO. My first one worked perfectly fine (sapphire x1650xt) and the second one I bought even came with all of the manuals and cables and extra dongles and everything! You can get some really good deals ;). Can't say its 100% safe though. I mean, anything new or open can be DOA.

I wouldnt buy an open box harddrive. You want to buy a new harddrive. Buying used can generate more hassel than what the savings are worth.
For motherboards, cpu's and such without moving parts or mission critical guides, you can just buy open box.

buying a open box gou should be fine.
Usually almost all high end cards carry a lifetime or double lifetime warranty, so as long as you have some kind of prrof of purchase you should be fine.
