No device can wake from sleep except 'button' ? Dell

Guys I'm having a hard time finding people smart on the subject of wake-from-sleep, as I have issues with a modern Dell E7470 laptop. I have been through every ordinary/reasonable powercfg command line steps to discover what SHOULD be able to wake this laptop from sleep, but in trying to enable devices that are embedded to wake it [keyboard, touchpad, USB composite devices] I either get the "you do not have permission" error or I get just a prompt-return which should indicate that activation succeeded [this was for plugging into usb port external logitech device]. Regardless, the fact remains that the ONLY way to awaken from sleep is to open the lid and press the power/sleep button lightly.

Closing/opening LID does nothing, not even turn off display, or turn on for that matter. The lid did work once or twice sporadically then died. The laptop itself i nearly new - barely a mark on it anywhere. The BIOS I updated to the latest [they have a string of them....] and all the devices appear to be installed correctly except maybe the keyboard. Dell offers no driver for the latitude keyboard though the word "keyboard" is on the Dell Touchpad driver package title.... it only deals with touchpad not kbd. So the kbd defaults to "Standard PS/2" -

If you have any experience with these and can help I beg you to give me a clue! pls.

Your 4-year-old notebook may have worked with the original shipping O/S, driver and firmware with regards to wake from sleep.

Today, it is only as good as your best clean install.

To test, use a spare drive (doesn't matter if it is even an HDD...) and do a clean install of Windows 10 1903 without doing any other modifications and see if it works. Test/try different drivers to see if you can find a solution. This will be your most definitive answer for your notebook.

Try this order:
Flash BIOS to latest/newest available.
Reset BIOS to defaults.
Make sure AHCI is enabled (or RAID, if applicable).
Make sure the BIOS is set to using a Windows 10 system (many different ways this can be stated in the BIOS...).
Remove all devices from the notebook and install your spare SSD/HDD and proceed with the Windows 10 1903 installation, making sure to connect to the network when it asks during setup.
Make sure you keep the computer 'awake' for the next hour or so (it should be updating drivers as needed).
Reboot the system and proceed to install any remaining Store or Windows updates until the platform is fully up to date.

Now test that wake from sleep works. Proceed slowly and methodically to eliminate and narrow down what actually works (or doesn't).

 

exactly what I did, twice. two new installs - after the first, out of frustration, redid again from scratch . it makes no diff. Invoked all the powercfg manual [command line] queries to determine what theoretically is supported [see below]. Doesn't work. The typical devices we expect SHOULD work, but are defeated probably by BIOS. I found a post on a E5470, on dell community, that had same issue and claims that they 'broke it' and never fixed [hard to believe but...]... he claims the problem resolved by backrevving the bios to pre 1.19.xx . Trying to confirm.
