First of all, the battery on my laptop died yesterday so what I am describing is on AC power with no battery plugged in.

Under RMClock, I noticed that the CPU load is consistently in the 50-60% while OS load is under 5% at idle. And one of the two cores of T7600 would spend most of the time at highest multiplier, while the other core is mostly at the lowest multiplier. So what's causing the CPU to be so active while the laptop is not doing anything? I have not observed this before when the battery was still working.

Look in Task Manager, Processes (make sure the 'all users' is selected) and sort by CPU.
