I bought a new laptop. Most of the drivers are from 2006. My monitor driver says it's from 6/21/2006. When I click update driver it says "Windows has determined the driver is up to date". My gpu driver is from 2008 though. Is this normal. Is there another way to update these drivers?

Most generic drivers are rarely ever updated. Screen drivers, are pretty much universal, so you will not benefit from an updated version. SATA drivers are also pretty universal, so they are rarely updated.
Your laptop is pretty new, so most drivers should be from 2007 or so. Just make sure that the chipset driver, and graphics drivers are up to date, those are pretty much the only ones you ever need to check for.

The only 2 drivers that need to be updated are the sound and graphics drivers. If you have an Intel chipset or raid card then you could also add the motherboard / raid drivers as well into the mix.
Apart from that, most drivers will probably not be updated from original release.
