HI,
I have a Dell XPS M1730 with this processor. Is there a way that I can overclock it? If possible plz give me steps by steps for it. As well as it is safe to do so?

Suggest you do some reading up on the topic first. Overclocking is not for the inexperienced, especially on notebooks which are prone to overheating and with limited bios adjustments.
-
I have moved this to the hardware section.
-
Overclocking a laptop is nothing like overclocking a desktop.
The first step would be to search for overclocking and your model number. -
you should start by asking yourself if you really need it.
-
Your games will be GPU limited, not CPU limited. -
To actually answer your question, you'll need to find out your chipset's PLL clock generator, then use SetFSB to overclock it.
-
Only Extreme CPUs are overclockable, through the BIOS.
FSB overclocking is not possible, for now. -
With a 2.4GHz Core 2, overclocking isn't even worth it unless you plan to run the most intensive CPU applications.
-
So, basically, the answer to your question is DON'T.
We're talking about minimal gains for potentially ruinous heat and stability issues. -

Ok thanks for your help..
In this thread, it is said that its GPU limited not CPU.
I am not being able to play Fuel of War in high with Geforce 8800m gtx SLI 1gb.
It shows 100% CPU all the time in logitech display.
Hope this game doesnot need more power than 8800m.

Try turning up your graphics settings, it could be a situation where unloading more on your GPUs takes the strain off your CPU, if indeed it is the limiting factor.

There must be something else at play here - we need more info. What OS are you running? Sounds to me like you have processes in the background eating up CPU. Should not be maxing it out, at least not all the time.
