Hello,
Im now having my new MSI ge60 and it has a turbo cooling option boosting the cooling for quite a bit. Now was i wondering does such a thing as overcooling excist? I am almost any time having the extra cooling on because i think it is good for my hard ware to be properly cooled but can it be too much? Do they need some heat to function well?

I mean if you go into the liquid nitrogen/helium range, you can have cold starting issues and things like that, but with just air cooling you aren't going anywhere near problem temperatures.

The only thing you could "overcool" is a HDD (and even that's hard to do in normal use cases), there's been tests done showing that HDD's running below a certain temperature have shorter lifespans, and you wouldn't be able to do that in a laptop anyway.

Yes, you can overcool. But by that I mean that any cooling beyond that which is required to keep everything working fine is a waste. If your laptop wasn't throttling due to overheating, the "turbo cooling" option is just spinning the fan unnecessarily much. It won't hurt anything, but don't think it is helping anything either.
