I am wondering if I should either upgrade the HP dv5t processor to a 2.26 GHz P8400 from a 2.0 GHz P7350 for $50 or upgrade from 2GB of RAM to 3 for $50.

Upgrade to the P8400....!! Get a Pre-Installed 64-bit OS....(vista home premium is fine)
And you can upgrade and maybe trade-off the pre-installed ram to a 2x2GB kit....($60-80)

How and where do I trade off the pre-installed RAM for the 4GB?

Sell it on ebay....and buy the new ram from any good store, i.e. newegg, etc
But the pre-installed ram may come in handy, if you would ever need to send your notebook back to HP on warranty..(I don't know much about their warranty/service policy)
    You could get the G.Skill 2x2GB DDR2-800 CL5 for ~$80..!! With the lifetime manufacturer's warranty.. ;)
Upgrading to 4GB through HP would cost you more than $100....
