My laptop has a VGA output. Is there a way to connect it to my HDTV using JUST this cable?

Yeah, but it'd look better with a VGA-HDMI cable as Component cables max out at 720p/1080i.
Unless you have a 720p HDTV or a VGA input, I'd look for a VGA-HDMI cable. -
what kind of resolutions would DVI output to an HDTV ?

Do you really need a 25' cable. There will probably be a good amount of signal lost at that length. I would get as short a cable as possible. Look here:
