Can PCI-E X16 2.0 cards run on NON 2.0 motherboards?

Yes, as it should be backwards compatible. Check the manufacturer specifications though to make sure it mentioned backwards capability (I say that because I have a PCIe-x4 slot that is PCI2.0 compliant but not PCI1.0).

I'm almost positive that all GPUs are PCI2.0 and 1.0 compliant.

I agree with both of them. I have yet to see a PCI 2.0 card that is not backwards compatible so far and it doesn't make sense for them not to make it backwards compatible unless they are scrapping the PCI 1.0 altogether.
