I'm planning to use an external LCD and will be using it mainly for AutoCAD and some 3D work.
Looking for 24" widescreen if possible,
    budget $400-450 max.

What will be the best external LCD monitor that I can buy now with that need and budget?

    Thanks for the helps,

    Good advice.

And I'm very happy with my HP monitor too, but you have to see it for yourself.

Ok, so I've found out these 24" LCD that are priced under $450:

    - HP Pavilion W2408h (glossy screen)
    - Samsung 245BW
    - Samsung 2493HM
    - Acer P241WBD (this has the fastest resp time 2ms, others 5ms)
    - LG W2452TTF
    - Dell E248WFP (f700es, is this monitor better than what I listed above?)

    Which one would you choose?

So far I've only seen HP (I went to the store) that has very nice glossy screen.
I don't know about LG & Dell whether they have glossy screen or not. If they do than it's a better price than HP.

Also is it better to use faster response time like Acer has?

    Thanks for your opinion,

I like the contrast of glossy screens so I'd go for HP.

That is good for gaming. All of the monitors you listed will be fast enough for CAD.

We use both the Dell and HP 24" screens at my work. I work for a missile and defense contractor, so we have some extremely detailed CAD models. They all work just fine. For CAD work, it's not like your color calibration/gamut are as important as it would be for a graphic design studio.
