I was wondering if there was some way that I could charge a USB device with either the computer in standby or hibernate, or even powered off? Is there some windows setting (in vista) or some bios setting that can be altered to make this possible?

I don't think so, especially not on a laptop. Lappie batteries are 11.1 or 14.8v and other voltages are derived from DC-DC converter on motherboard, which is turned off while hibernated.

They don't have 5V SB like a desktop PSU.

You know how when you plug in an ipod or my moto q9h to the laptop (when plugged in) it actually charges it? Wondering if I could use the bus power from the laptop when plugged in, without leaving the computer powered on. Like right now for example, I'm at work, at my desk, with my laptop powered on, and an iphone plugged up to it to charge it. I was wondering if there was a way to do it without having the computer fully powered on...

The 5v bus is probably not even active with the laptop in hibernation.
Just spend $9.99 and get a 5v USB socket that makes 5v from a wall outlet.

yeah I got one, just forgot it at home... just trying to think of a quick fix for now since I'm almost dead and didn't want to have my laptop on all day just to charge the phone, lol.

My Asus G1S has one USB port which is powered even when the machine is shut down, intended for this very purpose. I'm not sure if it relies on the AC adapter being plugged in or whether it'll actually power a USB device from its own battery too.

But that's a hardware feature, and if your laptop doesn't have it, you're out of luck I'm afraid.

that is pretty sweet... I wish the m1330 had this feature by default... maybe a future bios revision might enable it
