I've had a Dell Inspiron 5577 for two months now, but it only has 8GB RAM and the games stutter badly.

I have a friend who had a 8GB stick which I popped in my system and hoping to get 16GB total ram, I'm getting only 11.9GB RAM. This has created a problem and now I'm afraid to buy any other stick in the market, since the RAM that I wanna buy is not available in shops or online stores. The gamplay has become smoother anyways.

    Things I've tried:
    1.Restting CMOS
2.MSCONFIG has no max value set

    Thanks in advance!

    The CPU-Z data for slot 1 slows a 4GB module. 4GB + 8GB = 12GB. Is it incorrectly labelled.

And it worries me that you seem to think that it's an 8GB module. Hence my question about labelling. If you want 16GB total then you need to change this module for an 8GB one. You don't need to have exactly the same as the 8GB one you've already got - the BIOS figures out the fastest timings supported by both modules by looking at the SPD data.
