You are looking for the M1730 service manual:
http://support.dell.com/support/edocs/systems/xpsm1730/en/sm/index.htm
Specifically:
http://support.dell.com/support/edocs/systems/xpsm1730/en/sm/cpu.htm#wp1084976 -
its easy
1) turn your current system on, and when the Dell screen comes up, make note of the Bios revision "Ex (A20)
When the system loads, go to Dell's website, and go to the support page. Type in your service tag, and see if their is a newer Bios update available.
If there is, you should follow the dell instructions to updating the Bios.
2) after the bios is upgraded, power the system completely down, remove main battery too
3) wear rubber shoes, and get make sure you are grounded. (touch something large and metal)
4) grab some phillips and flat head screwdrivers (make sure they are the right size for laptop screws)
5) Proceed to upgrading the cpu,
6) take pictures along the way if you get confused
7) when you get to the heatsink, remove the screws which hold it down
8) after the heatsink is removed, use some rubbing alcohol to clean the current paste from the cpu and the heatsink
9) use a flat head and unscrew the screw which locks the cpu in
10) gently grab the cpu by opposing corners, and make sure not to touch the pins
11) get a foam lined plastic box to put the cpu in, to keep it safe. (I personally use cassette tape boxes, they are great for cpu storage)
12) install the new cpu, make sure that you line it up properly. The cpu can only go in one way
13) lock the cpu in place with the one screw
14) apply paste to the new cpu (good stuff to use is Arctic Silver 5, Arctic Cooling MX-2 or Tuniq TX-2)
15) install the heatsink, and proceed to completely rebuilding your laptop

Do I need Arctic Silver 5 or Arctic Cooling MX-2 or Tuniq TX-2?

Just change the processor and upgrade the BIOS doesnot work??
Also I have T8300 processor installed which is 45mm and X7900 is a 65mm where as x9000 is a 45mm. So will it be a problem? -
any of the three thermal pastes are good.
I am pretty sure the XPS1730 shipped with the X9000, so it should work without any problem.
Did you make sure to lock the cpu into the socket with the screw?
If you didnt, that could make the system not work

so it doesnot make difference if it is 45mm ir 65mm. And after I install the
x7900, will I be able to overclock it from BIOS? -

I do believe there are some primitive overclocking features in the M1730 BIOS. You should be able to overclock, but don't expect to go very far.

I guess official overclocking is till 3.4 ghz.
Also plz explain this "after the heatsink is removed, use some rubbing alcohol to clean the current paste from the cpu and the heatsink"
"apply paste to the new cpu "??
thanks -
when you go to replace the processor, you need to replace the paste.
In order to do this properly, you need to clean off the old paste.
To do that rubbing alcohol works well with some paper towels
After the heatsink is clean, than install the new cpu.
Put some thermal paste on the cpu, reattach the heatsink. Than put your laptop back together

Ok got you.
Thanks a lot -

There should be not even a single residue left of the old paste? And where can I get that alcohol?
-

It doesn't have to be like perfect, but you should try to get most of the old junk off. You can find rubbing alcohol at basically any supermarket.
