I would like to know how much of a noticeable difference a 1.66ghz is to a 1.8ghz for example...What is the sweet spot of performance and price for dual core laptop processors?

Both those C2D should work fine. If there is a sweet spot for C2D it is the 2.0Ghz 4MBL2, because of the cache and good speed and price.

I say go for the cheapest... you tend to get the cheapest price per mhz with the cheaper chips. Gaming=videocard, if that's on the menu.

For gaming would this be a fairly decent setup?

    Intel® Core™ 2 Duo T5450 (2MB cache/1.66GHz/667Mhz FSB)
2GB Shared Dual Channel DDR2 SDRAM at 667MHz, 2 Dimm
    120G 5400RPM SATA HDD
    256MB NVIDIA ®GeForce™8600M GT

Yes, that's the kind of machine i would choose for gaming. More advanced cpus would only really make a difference in cpu based applications, like photoshop or encoding. For gaming that should be a great setup.
